This was not a mint issue so no, it is kinda defaced and worth less than if it had no mark.  It was probably used to keep from marking up another surface.  It would be good to see the other face of the coin and the corresponding damage.

Bugfly, is that a raised ring or a depressed ring we're looking at? If it is depressed, we're looking at damage. If raised, it may be a mint error.

If it is depressed, it's almost surely damage to the coin not a mint error. Had it been raised, it would most likely be a faulty die, which is a mint error. In all likelihood, that damage actually diminished the value of the coin. Sorry.
