I am looking at your half and what I see is likely not a minting issue.
Why?
There is moderate marking on the high spots to suggest this coin was damaged while circulating. Note the ears, eyebrow, cheeks and even the rim of the coin. All have impact marks. This may be normal pocket wear from impact with other coins. If the coin was circulating it will be thrown into coin drawers and dropped on the ground. All of this could explain the marks.
I am attaching a 64 half dollar Uncirculated image for you to compare wear against. This coin is in its original min sleeve as you can note.
