That is virtually identical to the NM piece and I can see it is NOT from a double or single tree but it must be somewhere close and used with horse (or oxen) work.

The hooks on a s/dtree have flat, tube-like circles so they bind to the wood (with the help of a rivet,) and the hooks are almost circles. My paternal grandpa was a blacksmith and so was my maternal uncle, my uncle once made a barrel of horse shoes, for his bro-in-laws brother, and shipped them 400 mi into the boonies. I know a tiny bit about smithing.
I will have another look....
