Topo Map of Gobey

Going up gobey, the right side of the creek is state park until you get to the top of the mountain, the flat fork side is illegal to hunt. The left is TDEC, not WMA (TWRA)) .
It is almost the same as park without many restrictions. A logging company owns the land/mineral/logging rights, but TDEC has the recreational rights. When you reach the top of the mountain, brimstone side, that is owned by TWRA, but not gobey area.

You can see most of this on the TNMAP website. (Frozen Head State Park.)

As With any park be sure to call and get permission from the differnt agencies to Metal Detect and be sure to cover up any holes you dig.
