I'm intrigued - it seems that most people say you can't build a side scan sonar, citing software, transducers, etc. Somebody did it once - which means we can do it again. Whether that's economical or practical... well, that's a different story. We built sonar for robots on land, using speakers and mics, so surely we could do it in the water. as for software... again, someone did it before.

I find Google patent handy for ideas. Check out patents available. Don't let anyone talk you out of trying there are some amazing projects accomplished by people at  home. The investment in material and equipment might be high but its possible. Some ones already done it. Personally I don't see making a transducer as being that hard.
The alternative is using transducers from alternate sources like scrapped equipment , depth sounders

transducers are easy to get. For 28 khz you can buy from ebay ( for cleaning device), for higher frequency you can search on google for ultrasonic transducer.

Low powered transducers may not work for this. Don't forget that the device has to send a ping down to several meters or more and receive it again for both sides of the vessel. You need much more than what they sell on eBay.

i think that 60w on 1 transducer is enough power. what power range you should choose?
