Well there you go. can you tell me where can I down load this proteus the one that I downloaded asks me for a password when I want to unzip it.

If it has.... connect ground regulator TO negative ground, To see measurement

You already did. You are looking at a schematic, asked a question and I answered it. It is shown correctly.

You have indicated that there is 21v at the ground terminal. That tells me one of two things. You have an open circuit somewhere on your project or there is an error in where you have placed your probe. If not, then the ground is floating.

I am not going to design this for you and if you are having a problem, you definitely need to verify your board against the schematic. You need to do this very carefully.
