Try cutting the copper track and isolate the rest of the circuit from the output of the voltage reg and then measure the input and output of the reg, you should be able to find out what is dragging your voltage down,if its ok solder it and cut the next part of the pcb and so on ,if  its a problem with your pcb, then its better to find the fault on this pcb first, as the same fault could be on your new pcb to, give it a try.

I recently had a faulty -5 v reg, it did weird things when under a load.

I made circuit of 34063 with 7805,with out anything,it's work good,my pcb have problem,I try to find the fault on my pcb

It's worked...but with 1LED,when I get 4or more led,I have that problem again

Try connecting R4 ground to C1+  then tell us what.

Also neg of volt meter is on ground in one simulation and on 12v in the other.
