Xavier, so if I unplug the Coil coaxial cable from the detector, TIP31C shouldn't get hot?
Cornelius, you were right all along. It was my coil that was shorted out.
  I connected my Multimeter to the power connection, and the reading was 18.5 volts, as soon as I plug in the coaxial cable the voltage dropped to 17.1 volts. THATS IT !

Now you must still find out where you went wrong with the coil and you will have a voltage drop when you plug the coil in as it is drawing current for the pulse from the TIP31A your TIP32A should not be hot but warm what is happening with the audio when the coil is disconnected? TIP32A should remain cold or rather at room temp with the coil disconnected

Xavier, I made another coil  and this one is not shorted out. When I run it now with the New coil plugged in, TIP31C is not getting hot anymore. There is still a small voltage drop of 0.5v is that normal.
 When the coil is unplugged, there is still no sound happening

Having no audio with the coil disconnected can be normal. What about the audio when the coil is connected?

when I first got the detector, I only had two weak 9v batteries, and when i used them the detector would make that high pitch sound.

at that point I thought that sound was normal for the detector, so I proceeded to construct the coil.

Recently got New 9 v batteries and the sound was no longer high pitch, a much lower tone

The first two coils I had made, had shorts in them.

 I made another coil, which is not shorted out.
 Now , with the coil plugged in and the new batteries , it makes a sound just as i plug the power connector in, and then No sound.

 I replaced the TIP31C, and I'm still not getting any audio.  I now know that TR2, IC2, IC8 are all still good, uA741( IC5 ) is Ok and I replaced IC1 and IC6 (555 timer), I don't think IC4 or IC7 are damaged.
 What the H%@# am I doing wrong?

I turn the big knob , pass a peice of metal under coil no sound at all .

I have tried doing the tests in order as indicated in the Sandbanks instructions, the section called " Sample Circuit and Integrator " ,meter between pin 6 of IC5 and 0v, coil away from any metal, set Big Knob(VR2) so that the output is 0V. Move coil near metal, voltage should rise to +12V, IT DOES NOT RISE to +12V it stays at 0V.
 Can someone enlighten me as what I'm doing incorrectly.
