I never figured out why they did that.

I think the op amps are only seeing -+ 5 volts .

As per the schematic, the only part seeing the 12v is the audio section and one trasistor doing the switching.

Normally you'd have a voltage splitter so that you have a virtual ground for the IC I'll have a look at the schem that you send it will help me to help out Aliman. I'm sure that he did not take the right measurements on those regulators.

Xavier, here's a few pics of the PCB, hope this helps. I'm sure I took the right measurements, but I could be wrong.
If you can walk me through the Tests, I'm sure we'll figure this out together.

The resistor is across the Headphone jack, here's a pic. I think its of the right value, its the only size I had of that value.

When I checked IC2(79L05) it was the output I checked. On IC2 it is
 " COMMON-INPUT-OUTPUT ". I put the Positive test lead to the Output, and the Negative test lead to 0v, and Meter set at 20 VDC. I get a reading of  -1.89 vdc.
 On IC8(78L12) it was the Output I checked. On IC8 it is " OUTPUT-COMMON-INPUT ". I put the Positive test lead Output, and the Negative test lead to 0v, meter set to 20 VDC. Reading of  -0.34 vdc.
Were they done correctly ?

Yes I have just donloaded your pic's Ali I don't know how you can have a neg voltage on a pos reg you must remember that the legs on a 78Lxx ground is oposit to 79Lxx

Yes I know they are on opposite sides.
 The 79L05  OUTPUT is on the right outer leg, looking at the flat face.
 The 78L12  OUTPUT is on the left outer leg, looking at the flat face.
 Thoughs were the readings I got.

In a earlier Post I descibed my Test procedure, was I correct on useing the Positive test lead to the OUTPUT and the Negative test lead to  0 volts.
