It is part of a stopper from a bottle.
It had a wire run through and you flip the wire and swing the stopper down and enjoy your beer or soda.
They were called a "Hutchins" I believe.

good catch Jess.   This type of stopper is still used on a lot of Grolsch beer bottles and several brands of imported lemonade.
