i have no pulse in pin 7 of tl062 i have chicked voltage and nothing is wrong

and what dose it do

The schematic is much more useful.

I looked at the schematic and the attached is the area in the circuit where the chip resides. It looks to me like you will only have a pulse there when you have a target and it is moving. The pulse will only be there briefly, not steady.

 i with GD ,Please check the tracks by use lens may be  connection between the tracks or Path  intermittently result of erosion acid and Clean well , and then change u6 its Half of it is virtual ground ,,,,,,,,,after that later test ,,,,,,,,all ic,s.
