Not having the .asm file hard to tell. Looks like he is just measuring the frequency/phase or amplitude of the 18-22 khz oscillator. Anyone else know?

I have CB crystals. 27 and some.  I even have some a bit lower.  All I can see in the schematic is it would change the Audio out put and effect the detector out put.

No you will need to use the 20Mhz crystal.....why? because that's how it was designed. If you do not have one I'll send you one but please don't start changing things.

The 12F675 is rated at 20 MHz max, but I have operated them at 40 and 50 MHz. You have to change the software if you are using any timers or delay routines. The chip divides the internal or external oscillator by 4 to run the instruction set. 20 MHz means 5 million ips. Best bet is get a 20 MHz crystal or clock osc module of eBay. I prefer the clock module because of size,  nothing to build and get working, works first time evertime, and they are inexpensive.
