The particular fossils he has are NOT covered by those rules.   The laws you refer to (which I agree are unwarranted) cover vertebrate fossils not plant fossils, fossil corals, shells, and other non-vertebrate marine fossils as long as they are surface finds and do not require excavation (although all fish fossils including those of sharks are included in the vertebrate category) as well as loose sharks teeth.   There are limits on how much of some of these non-verterbrate fossils, such as petrified wood, can be harvested for private use during a year.
