No it say's that he has no meaningful point of reference, so he could be in the desert or a forest, without a GPS or real point of reference like a tower. It does not matter if you know where he is because the question is about the first person, not the second.

Xavier you got it! this is  WY a person that has no sense of direction whether in a snow storm or lost in dessert would go left or right depending on which side is  dominant   ,
