In bygone days, military housing, recreational fields and lakes were fine to detect. The rest of the base is off limits. Not sure how things go these days. The Federal Lands laws only apply to National Parks the last time I looked into it.

In fact, public works asked us to find the brass sprinkler heads that were overgrown and lost. We'd use a coffee can as a reference as to what size hole to clear around them.

Google  Arnold  Air Force  Base .  It's  a  unique  base has it's  own  lake  etc.
Only a  very small   corner of  the  lake is outside  the  base limits.
which is  why  they have a  water patrol .

there is  a  DA- PAM   that   covers  all military bases  since 1970 something  that states
no metal  detecting is allowed  on any military  installation  except  by order of the
base/post/camp/site commander.
I've  never  been  stationed anywhere  in  the  army where it was ever allowed.
AEDC  is the  only base I've  ever known  to allow  any  type  of  detecting .

Being retired, I have traveled around the US frequently and stayed on posts, bases and camps whenever we traveled. Always making a quick call to the PM or base security to find out and have never once been told it was not allowed. Only certain areas where ordnance might be found was off limits. Each base does have its own rules though. I've been doing it for more than 30 years now and still do it whenever I can. I find all kinds of gold rings on bases near the gyms. That's where the very tired stop and sit under a tree or on a picnic table. I've returned many, many West Point and Annapolis rings. Not found an Air Force or Coast guard ring yet and the Marines go to Annapolis. Since they are all engraved and have a graduation date, finding the owner (or a family member) is a snap. 100% so far.

I'm not  going  to  get into a argument  over it with you but I can
start listing all the Regulations  that forbid it if you like.
and there are  many  that do.
maybe  as a uso  entertainer you were afforded some privileges
a regular  soldier didn't   have . I don't   know .
But I do know it's  never been  allowed on any Army base I've been  on.
