It looks like an old earthing clamp, see the hole a screw goes in there and that forces the presure to hold the wire/s

in place against a pipe?Huh?Huh?? Shocked

Don't feel too badly though, I can't understand them folks from Wisconsin or Rhode Island---hurts my ears to try.

Nah try again John , I thik the center is too big for that,  It was laying on top of a rock out in the woods !

I think the other Idea about for a dowl is closer.
