Unfortunately the Philippines and Southern China such as Shenzhen and Guangzhou have been hotbeds of fraud and forged documentation for decades. FRN, Treasury Boxes, TOV Boxes, Wells Fargo Boxes, Treasuries, Historical Bonds gold Bonds, gold certificates, International Bills of Exchange...name it, it has been forged and attempted to transact.
There are print and forge shops in each of these countries capable of turning out Banking documentation that Banks cannot discern from the real item, down to the bar codes and formats. The Bank must confirm directly with Officers signing the document to confirm its authenticity.
There is a Secret Service Office in Hong Kong that can assist you, it is part of the Department of Homeland Security and will provide information and education, and point you in the right direction for these issues. A little preventive education is worth millions.
